WeCAPS/WMU/Enabel Workshop on legal framework analysis of port security and safety
A World Maritime University (WMU) and Enabel delegation, in conjunction with the European Union-funded Western and Central Africa Port Security (WeCAPS) project, delivered workshops in Cameroon, Ivory Coast, and Senegal.
These workshops that were conducted by WMU and Enabel, as the culmination of the four-year WeCAPS project, consisted of three phases: desk study and pre-evaluation, field visit and data gathering, and the final workshop/roadmap exercises. The workshops allowed WeCAPS to present and discuss a draft roadmap prepared by WMU and Enabel. The final product aims to help strengthen the relevant national institutions, instruments and processes in port safety and security, as well as disaster management monitoring and response in those three countries.
Other activities
WeCAPS training on oil spill response at sea and on the coast in Abidjan, Ivory Coast
The WeCAPS – West and Central Africa Port Security project, in partnership with the Interregional Maritime Security Institute (ISMI), organised a training session on the fight against accidental oil pollution at sea and on the coastline. This training course, which brought together some 20 participants from the Gulf of Guinea countries, was delivered by trainers from the Centre of Documentation, Research and Experimentation on Accidental Water Pollution (Cedre). The objective of the training was to provide port authorities with theoretical and practical knowledge in the field of accidental pollution at sea or in a port.
WeCAPS support to the annual ISPS exercise in the Autonomous Port of Abidjan (PAA)
The objectives of the support were to strengthen the port’s capacity to conduct and evaluate the annual ISPS exercise and to train personnel to verify procedures and technical arrangements and identify potential security challenges that would need to be addressed.
Cybersecurity trainings, in Ghana and Ivory Coast
The WeCAPS project organised training sessions to strengthen the cybersecurity of the ports of San Pedro, Tema and Takoradi. The training days focused on threats, countermeasures, and behaviors. Participants learned to better understand the risks and to comply with the basic principles of data security.
Support mission to strengthen security measures and internal reorganisation of security at the Autonomous Port of Brazzaville and secondary ports
The objectives of the mission were to assist the port in drafting its internal organisational texts on security, creating the security database, drafting the security plan for the port and the non-concessioned Port Facilities and creating nautical security areas.
Crisis management training for the Nigerian Maritime Administration and Safety Agency (NIMASA) and the Nigerian Ports Authority (NPA)
The WeCAPS project organised a crisis management training at the Apapa port complex in Lagos, Nigeria, to prepare port decision-makers and administrations for the management of a crisis. This training was designed for managers of the Nigerian Port Authorities and NIMASA who would be mobilised within the crisis unit of the port and aims at acquiring a common vision of the risks and the resources that can be mobilised, constituting a crisis team, training this team in crisis communication and a tabletop exercise.
Seminars and Webinars
Restitution seminar on the analysis and coverage of the risks of the Autonomous Port of Lomé
The main objective of the seminar was to present the risks inherent in the port, through a modelling of each situation that could occur, and the effects that these could have on the operation of the port, the country’s economy and even the consequences of supply of neighbouring countries of Togo. It also aims to present an overview of the existing operational coverage to respond to emergency situations that may occur within the Autonomous Port of Lomé.
Grand African Nemo – WeCAPS webinar – awareness-raising to fight against pollution accidents.
WeCAPS was associated with the Grand African NEMO 2022 exercise through the organisation of an awareness webinar on marine pollution response. The objective of the webinar was to present the main principles of pollution response, the limits of action and the possible organisations of this type of operation at sea and seaside, and the fundamentals of crisis management through the principles of organisation (particularly through the Yaoundé Architecture) and the main principles of crisis communication.
