Crisis management training at the Autonomous Ports of Dakar and Abidjan

The WeCAPS project carried out actions in favour of the Autonomous Ports of Dakar and Abidjan to reduce their vulnerabilities and strengthen their capacities to manage crisis. The training in crisis management were part of the process of building the capacity of decision-makers to manage a medium or large-scale crisis event in their areas of competence and responsibility. The training sessions reinforced the skills of the decision-makers to understand the phenomena, to implement immediate reactions adapted for each situation, to identify and inform the authorities, to develop a cross culture of the risk and to acquire the fundamental principles of the crisis management.
Port safety trainings for firemen The aim of the two training sessions at the Port of Douala and San Pedro was to strengthen the intervention capacities of the two ports in the field of firefighting. With a different setup, the training at the Port of Dakar had the objective to provide the trainees with the skills, knowledge and understanding necessary to lead a fire team in a fire or rescue emergency in the port. Other WeCAPS training courses are planned for those three ports including, chief of watch, specialized nautical team, and crisis management.
Recruitment of new port security experts Hervé Basset joined the WeCAPS project in September 2021 as port security expert. With nearly 30 years of experience as a gendarmerie officer, Hervé has held various positions and assignments in operational units, in central administration and in technical military cooperation. He has served in the maritime gendarmerie on two occasions at the Atlantic Maritime Gendarmerie Group in Brest, where he was the unit commander.
Laurent Celeguegne joined the WeCAPS team as port security advisor after spending thirty years in the Marseille Marine Fire Brigade and as a member of the association Baroudeur Massillia Pompiers du Monde, which carries out international humanitarian missions. In close collaboration with the security and crisis management experts of the WeCAPS project, Samuel Champon and Fabrice Tollari, he will implement the safety action plan for the PASP..
National seminar on port security in Togo Chaired by Mr. Lare PENN, Head of Cabinet of the High Council for the Sea (HCM), and led by two senior CBRN experts, Bernard Franoz and Dominique BONJOUR, this seminar was organized by the WeCAPS project for central administrations and administrations in charge of Togolese hazardous materials. Its objective was to officially launch the support actions of the Lomé Port Authority in the field of security by WeCAPS. There was an opportunity also for the two CBRN experts to present the strategy and working methodology that will be implemented in the framework of the analysis and reduction of port risks.
